Looking for a mortgage lender or mortgage broker serving Pensacola, Florida?
Fairhope Mortgage helps homebuyers, homeowners, military families, and real estate investors explore conventional, FHA, VA, USDA, DSCR investment property, construction, manufactured home, and refinancing options throughout Pensacola and Escambia County.
Pensacola offers a diverse real estate market, including historic homes, established residential neighborhoods, newer subdivisions, waterfront properties, condominiums, military housing, vacation homes, and rental investments.
Each property type can present different mortgage requirements.
For example, a first-time homebuyer purchasing a primary residence near downtown Pensacola may have different financing options than an investor purchasing a condominium on Pensacola Beach or a military family relocating near Naval Air Station Pensacola.
Led by Tom Kalagher, NMLS #2028566, Fairhope Mortgage helps borrowers understand their financing options, compare mortgage programs, and evaluate property-specific requirements before entering into a purchase agreement.
Although our office is located in Fairhope, Alabama, we serve eligible borrowers throughout Florida, including Pensacola and surrounding communities.

Mortgage Loan Programs Available in Pensacola, Florida
Conventional mortgages provide financing for eligible primary residences, second homes, investment properties, and qualifying condominiums.
Certain conventional programs allow qualified borrowers to purchase a primary residence with as little as 3% down.
Other borrowers may benefit from conventional financing because of its mortgage insurance options, flexible property eligibility, or financing for second homes and investment properties.
Conventional loans can be especially useful for Pensacola buyers purchasing established single-family homes, newer construction, or qualifying vacation properties.
For condominium purchases, the condominium project must also satisfy applicable agency requirements unless an eligible alternative financing program is used.
Official conventional mortgage guidelines:
Freddie Mac Seller/Servicer Guide
FHA financing may help qualified Pensacola homebuyers purchase a primary residence with a down payment as low as 3.5%.
FHA loans can provide additional underwriting flexibility for borrowers with limited savings, certain credit challenges, or financial circumstances that may not fit conventional financing requirements.
FHA financing is not limited to first-time homebuyers.
Eligible repeat buyers may also qualify.
FHA loans may be particularly useful for buyers purchasing established homes in Pensacola neighborhoods where property values and financing needs vary.
However, the property must satisfy FHA appraisal and minimum property requirements.
Older homes requiring significant repairs may need additional consideration or alternative financing.
Official FHA guidelines:
HUD FHA Single Family Housing Handbook 4000.1
Pensacola has a significant military presence, making VA financing particularly relevant to the local housing market.
Eligible Veterans, active-duty service members, certain National Guard and Reserve members, and qualifying surviving spouses may be able to purchase a primary residence with no down payment.
VA-backed mortgages also do not require monthly private mortgage insurance.
VA financing can be used for eligible single-family homes, qualifying condominiums, certain manufactured homes, and some new construction transactions.
The borrower must meet applicable military eligibility, credit, income, residual income, entitlement, occupancy, and property requirements.
Fairhope Mortgage can help eligible military borrowers review VA mortgage options when purchasing or refinancing in Pensacola.
Official VA resources:
USDA Guaranteed Loans may provide 100% financing for eligible primary residences in qualifying geographic areas.
USDA loans are not restricted to farms or agricultural properties.
Some smaller communities and less densely populated areas outside Pensacola may contain USDA-eligible properties.
However, eligibility depends on the exact address.
USDA financing also has household income limits, credit requirements, debt-to-income guidelines, and property eligibility standards.
Buyers considering homes in areas surrounding Pensacola, including parts of Escambia and Santa Rosa Counties, should check the official USDA eligibility map before assuming a property qualifies.
Official USDA resources:
Down Payment Assistance Programs
Qualified Pensacola homebuyers may have access to down payment assistance programs through eligible mortgage financing arrangements.
Assistance may be structured as a grant, forgivable second mortgage, or repayable second mortgage, depending on the program.
Some programs are limited to first-time homebuyers or have income restrictions.
Others may be available to qualifying repeat buyers.
Fairhope Mortgage can help eligible borrowers investigate available assistance programs and compare them with standard FHA or conventional financing.
One-Time Close Construction Loans
Construction-to-permanent financing can help eligible borrowers build a home rather than purchase an existing property.
Certain programs allow the construction loan and permanent mortgage to be combined into one closing.
Depending on eligibility and lender availability, construction financing may be offered through conventional, FHA, VA, or USDA programs.
Pensacola buyers planning to build should evaluate land ownership, builder qualifications, construction costs, floodplain requirements, zoning, permits, insurance, and the proposed home's completed value.
Conventional construction programs may offer additional flexibility for custom homes, higher-end finishes, swimming pools, and certain other improvements, subject to lender and appraisal requirements.

Manufactured and Mobile Home Loans
Manufactured housing can provide another homeownership option for qualifying Pensacola-area buyers.
Depending on the property and borrower, FHA, VA, USDA, or conventional financing may be available.
Manufactured-home transactions can involve additional requirements concerning:
HUD certification labels and data plates.
Permanent foundations.
Engineering certifications.
Proper installation and tie-down requirements.
Real-property classification.
Land ownership and title requirements.
The home's manufacture date.
Whether the home has previously been moved.
Not every manufactured home qualifies for every mortgage program.
Fairhope Mortgage offers eligible manufactured-home mortgage financing but does not currently offer standalone chattel loans.

Fannie Mae Manufactured Housing Eligibility
Pensacola is home to business owners, independent contractors, commission-based professionals, and real estate investors who may need specialized mortgage income documentation.
Traditional conventional and government-backed loans generally evaluate qualifying income using applicable tax returns, business financial information, and underwriting calculations.
Certain alternative documentation programs may offer additional options.
These can include bank statement loans and eligible 1099 income programs.
Fairhope Mortgage helps self-employed borrowers compare traditional and alternative financing based on their business structure, documented income, assets, credit, and property goals.
Pensacola homeowners may be able to access available equity through a home equity loan or home equity line of credit.
These options can help qualified homeowners fund renovations, consolidate higher-interest debt, or cover other major expenses.
A home equity loan may offer a fixed-rate, fixed-payment structure.
A HELOC generally provides a revolving credit line, often with a variable interest rate.
For homeowners with favorable existing first-mortgage rates, accessing equity through a second mortgage may be worth comparing with a cash-out refinance.
Cash-Out Refinancing
A cash-out refinance replaces an existing mortgage with a new mortgage that may allow the borrower to access available home equity.
Depending on eligibility, options may include conventional, FHA, VA, or eligible investment-property refinancing.
Borrowers should compare interest rates, APR, closing costs, mortgage insurance, loan terms, and monthly payment changes before refinancing.
DSCR Investment Property Loans
Debt Service Coverage Ratio loans are designed for qualifying real estate investment properties.
Unlike traditional conventional mortgages, many DSCR programs evaluate the property's qualifying rental income relative to its proposed housing payment rather than relying primarily on the borrower's personal employment income.
DSCR financing may be available for eligible long-term rentals, short-term rentals, investment condominiums, and properties owned through qualifying LLC structures.
This can be particularly relevant for investors purchasing properties in Pensacola, Pensacola Beach, Perdido Key, and surrounding markets.
Example DSCR Calculation
Monthly qualifying rental income: $4,000
Monthly principal, interest, taxes, insurance, and applicable association dues: $3,200
Calculated DSCR: 1.25
This means qualifying rental income equals 125% of the monthly housing obligation.
Actual lender calculations and acceptable rental-income documentation vary by program.
Investment Property Calculator
Fairhope Mortgage offers an investment property calculator to help buyers evaluate estimated rental income, operating expenses, cash flow, and investment performance.

Pensacola Real Estate: Neighborhoods, Military Housing, Waterfront Homes & Investment Properties
Pensacola's housing market is more varied than many Gulf Coast communities.
Buyers can explore historic downtown residences, traditional suburban neighborhoods, waterfront properties, military-oriented housing markets, newer developments, condominiums, and vacation rental investments.
Because financing requirements depend on the property and its intended use, understanding the differences between Pensacola's neighborhoods can help buyers choose an appropriate mortgage program.
Downtown Pensacola
Downtown Pensacola features historic buildings, renovated residences, condominiums, townhomes, and newer residential development.
The area around Palafox Street, Seville Square, and the historic downtown district offers access to restaurants, cultural attractions, entertainment, and Pensacola Bay.
Buyers considering older downtown properties should investigate property condition, historic preservation requirements, insurance costs, and any planned renovations.
Condominium buyers should also verify association financial condition and project eligibility.
Official resources:
East Hill
East Hill is an established Pensacola residential neighborhood known for its historic homes, traditional architecture, and neighborhood parks.
Buyers may encounter older homes with distinctive architectural features and renovation histories.
Mortgage considerations can include roof condition, electrical systems, plumbing, property insurance, appraisal comparables, and whether planned improvements require permits.
Eligible buyers may use conventional, FHA, or VA financing when the borrower and property satisfy the selected program's requirements.
Homes requiring extensive improvements may warrant consideration of renovation financing.
North Hill
North Hill is another historic Pensacola neighborhood with distinctive residential architecture and proximity to downtown.
Older properties may require additional evaluation of condition, previous renovations, insurance, and potential historic preservation restrictions.
Buyers should distinguish between a property's architectural appeal and its mortgage eligibility.
An older home can qualify for financing, but unresolved safety, structural, or property-condition issues may affect underwriting.
East Pensacola Heights
East Pensacola Heights offers established residential areas near Pensacola Bay and Bayou Texar.
Depending on the property, buyers may encounter traditional single-family homes, renovated residences, and waterfront or water-adjacent properties.
Important financing considerations include flood exposure, homeowners insurance, wind coverage, property condition, and appraisal requirements.
Scenic Heights and Scenic Highway
The Scenic Highway corridor includes established residential communities and properties with access to the Pensacola Bay area.
Housing varies by neighborhood and location.
For properties near water or elevated terrain, buyers should evaluate drainage, flood maps, insurance, and any property-specific construction concerns.
Cordova Park
Cordova Park is an established Pensacola residential area with access to shopping, employment centers, and other city amenities.
Buyers may find traditional single-family residences with varying ages, layouts, and renovation histories.
Conventional, FHA, and VA financing may be available for eligible properties.
West Pensacola
West Pensacola includes residential neighborhoods, established housing, and areas convenient to major transportation routes and military installations.
Borrowers purchasing older homes should pay particular attention to property condition, insurance, and financing requirements.
Eligible first-time buyers may wish to compare FHA, VA, conventional, and down payment assistance options.
Warrington and the NAS Pensacola Area
Warrington and surrounding western Pensacola communities are especially relevant to military families and civilian employees associated with Naval Air Station Pensacola.
Buyers relocating to the area may benefit from comparing VA and conventional financing.
For military borrowers, entitlement, residual income, Basic Allowance for Housing, and occupancy requirements can affect mortgage qualification.
Proximity to NAS Pensacola does not automatically establish VA loan eligibility; eligibility depends on the borrower's qualifying service and financial circumstances.
Perdido Key
Perdido Key is a coastal community west of Pensacola known for beachfront condominiums, vacation properties, and waterfront recreation.
Real estate financing here can differ substantially from traditional residential financing.
Buyers should evaluate condominium project eligibility, wind and flood insurance, association dues, special assessments, and short-term rental restrictions.
Properties operated primarily as vacation rentals may require investment-property financing rather than conventional second-home financing.
Certain non-warrantable condominiums and condotels may require specialized non-agency lending programs.
Pensacola Beach
Pensacola Beach is located on Santa Rosa Island and is a major destination for beachgoers, second-home buyers, and vacation rental investors.
The local real estate market includes beachfront condominiums, detached residences, and investment properties.
One particularly important consideration is land tenure.
Some Pensacola Beach properties involve long-term leasehold interests rather than conventional fee-simple ownership of the underlying land.
Mortgage eligibility may depend on the lease terms, remaining lease duration, lender requirements, and applicable title documentation.
Buyers should have the specific property's ownership structure and lease documents reviewed before relying on a financing preapproval.
Additional concerns include condominium eligibility, flood insurance, wind coverage, and rental restrictions.
Official resources:
Ferry Pass
Ferry Pass and surrounding northeastern Pensacola areas offer access to the University of West Florida, employment centers, and established residential communities.
Buyers may encounter single-family homes, townhomes, condominiums, and rental investment opportunities.
Financing options depend on the property's characteristics, intended occupancy, and borrower qualifications.
Beulah and Northwest Pensacola
Beulah and the northwest Pensacola area are relevant to buyers interested in residential growth, newer housing, and communities outside the historic city center.
Depending on the location, buyers may explore existing homes, new construction, and land purchases.
Construction financing, property taxes, homeowners insurance, and neighborhood association requirements should be evaluated before purchasing.
USDA financing may also be worth investigating for specific addresses outside ineligible geographic boundaries.
Bellview and Ensley
Bellview and Ensley are additional residential markets in the greater Pensacola area.
Buyers may find established homes, newer developments, and properties with different financing considerations.
FHA, VA, conventional, and manufactured-home financing may be available for qualifying transactions.
USDA geographic eligibility must be verified individually rather than assumed based on the community name.
Nearby Santa Rosa County Communities
Although Pensacola is located in Escambia County, many homebuyers also consider communities across the county line.
These include:
Pace, Florida.
Milton, Florida.
Gulf Breeze, Florida.
Navarre, Florida
Part 3: Specialized Pensacola Mortgage Considerations
Condominium Financing on Pensacola Beach and Perdido Key
Condo financing requires review of both the borrower and the condominium project. The unit may look renovated and the borrower may qualify financially, yet association insurance, repair needs, reserves, or legal arrangements can affect mortgage eligibility.
Start the project review before your contract’s financing deadline. Ask for the current condo questionnaire, association budget and financial statements, master insurance information, reserve studies, inspection reports, special-assessment details, and relevant governing documents.
“Warrantable” is commonly used for a project that meets the applicable Fannie Mae or Freddie Mac requirements for the transaction. “Nonwarrantable” describes a project that does not meet those requirements. It does not identify one universal problem or guarantee that alternative financing is available.
The lender must determine the correct review process and evaluate matters such as insurance, critical repairs, litigation, ownership concentration, commercial activity, delinquent association dues, and financial condition.

Freddie Mac Condominium Unit Mortgage FAQ
Current Fannie Mae and Freddie Mac Condo Requirements
As of October 12, 2026, Fannie Mae has retired Limited Review for applications dated on or after August 3, 2026. Projects now use Full Review or an applicable waiver.
Its 2026 changes expanded waiver eligibility to certain projects with ten or fewer units, subject to conditions. Fannie Mae also removed the specified 50% investment-property concentration limit for established projects and retired mandatory PERS review for new attached-unit Florida projects. Other project eligibility requirements remain.
For Fannie Mae Full Review applications dated on or after January 4, 2027, the minimum budget reserve allocation increases from 10% to 15% of annual budgeted assessment income. The reserve-study alternative has specific conditions, including funding the highest recommended allocation rather than baseline funding.
These are agency financing standards, separate from Florida condominium reserve law. Your lender should confirm the requirements applicable to your application date and transaction.

Freddie Mac’s official FAQ confirms changes under Bulletin 2026-C affecting established-project owner occupancy and new Florida projects. It also explains conditions for its Exempt From Review process. Have your lender check Freddie Mac’s requirements separately.

Nonwarrantable Condominiums and Condotels
A condotel generally combines individual unit ownership with hotel-like operation. Agency ineligibility can arise from transient use, hotel management or services, rental pooling, or restrictions on an owner’s occupancy.
A coastal location or a “condominium” label does not determine eligibility. Project marketing, management agreements, rental operations, and governing documents must be reviewed.
Fannie Mae’s current requirements identify hotel and motel operations and other transient characteristics as potential disqualifiers. Do not assume that every voluntary rental program or project allowing short-term rentals qualifies for agency financing.
Fannie Mae Ineligible Projects
Some non-agency lenders may consider certain nonwarrantable condos or condotels. These programs can require additional equity, reserves, different pricing, or other conditions. They may still decline properties with unacceptable insurance, serious structural problems, or other unresolved issues.
A DSCR program does not automatically solve condominium project ineligibility. Ask for review of the actual association and rental documents before relying on an alternative financing option.
Florida Condo Inspections, Reserves, and Special Assessments
Florida milestone inspections and Structural Integrity Reserve Studies, or SIRS, can affect purchase decisions, association dues, and mortgage eligibility.
Applicability and timing depend on the building and current law. Obtain the project’s actual inspection status, reports, reserve study, funding plan, and repair schedule rather than relying on an old statewide deadline or a verbal assurance.
Review both approved assessments and repair costs that have not yet been funded. Ask who is responsible for an assessment at closing, whether payments continue afterward, and how the lender treats the obligation.
A paid assessment does not itself prove that structural work is complete or that agency financing eligibility has been restored.

Pensacola Beach Leasehold Properties
Some Pensacola Beach purchases involve a leasehold interest in publicly owned land rather than fee-simple ownership of the underlying parcel.
The title and lease structure should be reviewed for the individual property. A beach address alone does not establish mortgage eligibility.
Provide the lender and title professional with the recorded lease and amendments. Ask about:
Ground-lease charges may be separate from property taxes and association dues. Confirm all recurring costs before closing.
The Santa Rosa Island Authority’s policies provide an official starting point, but the property’s own documents must be reviewed for the transaction.

Short-Term Rental Rules in the Pensacola Area
Before purchasing a vacation rental in Pensacola, Pensacola Beach, Perdido Key, Gulf Breeze, or Navarre Beach, verify the parcel’s jurisdiction and intended use.
The City of Pensacola, unincorporated Escambia County, municipalities in Santa Rosa County, and beach lease arrangements may involve different authorities. There is no single Pensacola-area rule that establishes rental permission for every address.
Confirm land use with the appropriate planning office. Ask about applicable business registration, permits, safety requirements, parking, noise, and other operating obligations.
Also review recorded covenants, association restrictions, minimum rental periods, and lease terms. A state vacation-rental license does not override zoning or private restrictions.
Official local resources:

Florida sales tax and applicable discretionary surtax may apply to transient accommodations, with separate local tourist development tax obligations.

Escambia and Santa Rosa county official pages currently state a 5% tourist development tax for applicable rentals. That is not the combined state and local tax rate. Verify registration, exemptions, taxable charges, and filing responsibilities with the appropriate office.
Escambia County Tourist Development Tax
Santa Rosa County Tourist Development Tax
Confirm exactly which taxes a booking platform or property manager collects and remits. Listing on Airbnb or Vrbo does not necessarily satisfy every obligation.
Disclose rental use to your insurer and lender. Obtain suitable coverage and confirm that the mortgage’s occupancy representation matches your intended use.
Florida Homeowners, Wind, and Flood Insurance
Request property-specific insurance quotes early in the purchase process.
Roof age and condition, construction features, prior claims, occupancy, and coastal exposure can affect insurance availability and price. Ask whether wind coverage is included or requires separate arrangements and whether the proposed policy satisfies the lender.
Most standard homeowners policies do not cover flood damage. Flood insurance may be required for a financed property in a designated high-risk area, and homes outside those areas can still flood.
Review official flood information and discuss coverage with a licensed insurance professional. A map designation does not guarantee the absence of storm surge or drainage risk.
Florida policies may have a separate hurricane deductible, often expressed as a percentage of the insured dwelling amount. Ask the agent to translate that deductible into dollars and explain when it applies.
For condominiums, distinguish the association’s master policy from your unit coverage, loss-assessment protection, and flood coverage. For rental properties, disclose the actual rental use.

Local Attractions and Living in the Pensacola Area
Pensacola offers access to downtown history, coastal recreation, and naval aviation attractions. These amenities can help you decide how you want to use a home, but they do not establish mortgage eligibility or guarantee rental returns.
Explore Historic Pensacola, operated by the University of West Florida Historic Trust, for museums and tours in the downtown area. Palafox Street and Seville Square are useful landmarks when exploring nearby housing and everyday access to downtown.

Frequently Asked Questions About Pensacola Mortgages
Do I need 20% down to buy a home in Pensacola?
No. Certain conventional programs offer lower down payments, FHA can allow 3.5% for qualified borrowers, and eligible VA or USDA transactions may require no down payment. Closing costs, appraisal differences, property rules, and borrower qualifications still matter.
Can I use a VA loan near NAS Pensacola?
Yes, if you qualify for the VA benefit, the lender approves the loan, the property qualifies, and occupancy requirements are met. Working at or living near the base does not itself create eligibility. Begin with your COE and an entitlement review.
Can I get my VA Certificate of Eligibility through the lender?
Your lender may be able to retrieve it through VA’s system. Some applicants must provide additional service records or use VA’s application process. The COE establishes benefit eligibility; credit, income, and property approval are separate.
Does USDA cover every home outside downtown Pensacola?
No. Check the exact address on USDA’s eligibility map and confirm household income and all other program requirements. Community names, rural appearance, or acreage do not establish eligibility.
Is Florida down payment assistance free money?
Not necessarily. Assistance can be a second loan with repayment triggers or conditions for forgiveness. Hometown Heroes assistance is not forgivable. Confirm funding, current qualifications, lender participation, and the full first- and second-mortgage terms.
Can I finance a historic Pensacola home?
Often, if the property satisfies the selected loan and insurance requirements. Investigate condition and permitted repairs, and check preservation restrictions where applicable. A renovation program may be appropriate when the purchase includes substantial work.
Can I buy a Pensacola Beach condo with a conventional mortgage?
Possibly. Both the borrower and project must qualify under the applicable current agency rules. Review insurance, repairs, reserves, assessments, rental arrangements, and any ground lease early. A large down payment does not eliminate every project requirement.
Is every condo allowing short-term rentals a condotel?
A simple label does not determine the answer. The lender must examine actual transient use, management, rental pooling, occupancy restrictions, hotel services, and the agency’s requirements. Some characteristics can make a project ineligible even if owners hold individual deeds.
Can a DSCR loan finance any nonwarrantable condo?
No. Each lender decides which project issues and rental arrangements it accepts. DSCR eligibility does not eliminate insurance, condition, legal-use, or project requirements. Obtain review of the actual association documents before relying on an alternative program.
Are the new 15% condo reserve requirements already in effect?
Fannie Mae’s announced Full Review increase applies to applications dated on or after January 4, 2027. Its Limited Review retirement and enhanced reserve-study rules apply to applications dated on or after August 3, 2026. Confirm the applicable agency and effective dates for your loan.
Can I use second-home financing for an Airbnb investment?
Disclose the planned use and management arrangements. A rental business may require investment financing. Do not select second-home occupancy based only on the property’s beach location or occasional personal use.
Can a self-employed borrower qualify without tax returns?
Some alternative programs use bank statements or other permitted documentation, but they still require underwriting and may cost more. Traditional financing may be available based on tax-return income. Compare both approaches using your actual business records.
Can I finance a manufactured home on rented land?
Eligibility depends on the program and the land and title arrangement. Standard real-property mortgage requirements differ from chattel financing. Fairhope Mortgage does not currently offer standalone chattel loans. Identify the home, foundation, title, and land interest before proceeding.
Do I need flood insurance if a home is outside a high-risk zone?
It may not be required solely by the federal flood-zone rule, but lender or insurer requirements and your actual risk still matter. Flooding can occur outside designated high-risk zones. Discuss coverage and exclusions with an insurance professional.
Will my property tax bill equal the seller’s bill?
It may differ substantially. Exemptions, assessment limitations, new improvements, and the purchase can affect the new owner’s taxes. Obtain an estimate from the appropriate property appraiser and review homestead eligibility and deadlines.
Should I refinance or use a HELOC?
Compare your existing mortgage rate, the new rate and term, closing costs, combined payments, and how long you expect to keep the debt. A HELOC may preserve the first loan but can have a variable rate and later payment changes. The best fit depends on the transaction.
Does preapproval guarantee closing?
No. Final approval depends on verified borrower information, the selected property, appraisal and title findings, insurance, and all lender conditions. Update your loan officer promptly if your finances, occupancy plans, or property details change.
